Upgrading to 10.6.3 seems to have affected Web sharing. I cannot seem to connect to http://localhost anymore, I was wondering if it has done the same for anybody else?

10.6.3 breaks web sharing??

Web sharing has been broken for me since I first upgraded to Snow Leopard. Under Leopard I often use it to connect my laptop via ethernet to download wireless drivers after a reinstall.
Now I just use a thumbdrive. Annoying, nonetheless.
