I was bored and was thinking about who I thought the funniest TV characters were. Here is what I came up with(not in order):

1. Homer Simpson
2. Kramer
3. Archie Bunker
4. George Castanza
5. Peter Griffin
6. Eric Cartman
7. Stewie Griffin
8. Bender
9. Jerry Seinfeld
10. Al Bundy
 
It's so hard to pick one character. Often it is the dynamic of characters that makes a show so funny.

The first name that came to mind for me was
Basil Fawlty.

3. Father Ted Crilly
4. Lister, Rimmer, The Cat, Kryten and Holly (Hilly version)
5. Butters Stotch
6. Jez and Mark (Corrigan)
7. Tim Bisley
8. Peter Griffin
9. Mr. Mackey
10. Duncan Bannatyne

Because like what iBlue said its the dynamic of some characters interacting with each other.
 
I don't watch many cartoons so i can't give you 10 but i would have to say

1. Stan Smith - American Dad
2. Eric Cartman - Without a doubt specially when him and kyle go at it
3. Butters - Another great one
4. hugh Lawrie - had a few lols watching him too on house and black adder

I don't watch many cartoons so i can't give you 10 but i would have to say

1. Stan Smith - American Dad
2. Eric Cartman - Without a doubt specially when him and kyle go at it
3. Butters - Another great one
They don't have to be cartoon folk :) I agree on the Eric and Kyle one too. With the right people Eric can be hilarious, especially when he picks on Butters.
 
I don't watch a lot of TV, but in no particular order:

Al Bundy
Archie Bunker

Eric Cartman (although it's hard to choose just one from South Park)
Peter Griffin
Darrell Hammond as Sean Connery in SNL Celebrity Jeopardy
Beavis and Butthead (yeah, I think they're funny!)
 
I'm not sure how you could assemble a list like this and leave off Steve Carell (Michael Scott) and Rainn Wilson (Dwight Schrute)! The Office is one of the few shows I make sure I don't miss :)
 
Beloved Aunt.

An absolute classic. I roar every time I see it.

EDIT: For those who don't get it or haven't seen it, Larry David's character placed an obituary for his aunt in the newspaper. The obit had a typo which read Beloved Aunt (substitute a C for the A in aunt).
 
I don't watch TV shows all that regularly, but I have to put a vote in for crow and tom servo of MST3K fame.
 
Now, and even last night, I've noticed the trend.

Every one of these characters, with the exception of Unger and Bunker have been modern (read: past 20 years). If you're taking into account 'All Time', there were people well before then that weren't as raunchy, but got more laughs than these listed (don't get me wrong, some of these listed are legit):

Ralph Cramden
Ed Norton
Lucille Ball
Vivian Vance
Mel Blanc
Benny Hill

These guys (and I know there's more) certainly rank up there with the rest. If it weren't for Benny, Stewie wouldn't have those sexy parties! Benny caused them and had the entire city running after him!

Like Fillmore in Cars said, 'Respect the classics, man!' :D

Shoot. That sounds funny. We don't get HBO, but I'll have to check out that show. (Weird, but most of my friends don't have TVs, let alone cable. I'm almost embarrassed to admit I enjoy watching.)


FUNNIEST OF ALL TIME:

Barney Fife is gotta be one. But he's also one of the most annoying.

(for those who don't know, I am a huge Seinfeld/Curb Your Enthusiasm fan. I love the work of Larry David, and one of the few people who own "Sour Grapes")

8. David Brent (Ricky Gervais is better than Steve Carell -- even though I watch both the British version and the American Version, and actually knew about the American version first I think Ricky Gervais does a much better job)
9. Robert Hartley (I grew up watching "The Bob Newhart Show" with my Dad, and even though as a kid I didn't understand the humor, watching it now I think that it was very well done)
10. Barney Stinson (I didn't watch "How I Met Your Mother" when it first came out, but started watching it with my roommate when he got it on DVD, and I absolutely love it. Barney is by far the funniest character.)
 
I agree with a lot of what others are saying, but I'm from the old school and will throw Bill Cosby into the mix.
