I had the same thing when I first installed iOS 7 on another device. It's not used to your usage habits yet. It opens apps in the background that you use at that time ex. if you open mail in the morning at 8, it opens mail at 7:50 so it's ready to go. After a few days, it gets better and your battery improves. Kind of like autocorrect.

That's mostly referring to background refresh, though, which he has off. I don't have a "routine" with my phone so background refresh is turned off. I see no point in it. I don't mind waiting half a second for whatever app to refresh when I open it.
 
Today it went about 8 hours. I did some video in there which I thought might account for why it came up short. As much as I've been on it I'm pretty satisfied with its battery consumption.
