when my laptop drops below 10 mins of battery and the "low power" message pops up, it seems to go into a reduced performance mode for this time, increasing battery life

is there any way to force this when the battery is still highly charged?

I must be misunderstanding your post. How does less than ten minutes remaining on the battery mean that the battery is still "highly charged"?

yes you misread i think

i meant is there any way to make the laptop run in the low performance/low power mode that it automatically goes into at low battery, when the battery is not low

Look at the Energy Saver preferences for when running on Battery.
 
seems like the sort of function that a terminal command would enable - unfortunately i can't help there...
 
I'm not sure what mavericks (or your os) does when he is under "10mins" but I think it is something like throttling or decrease the "beat" of its heart (CPU). I think this is nothing you should force because you can't work with a low CPU... MacOS knows best what is to do...
At windows you can define profiles for energysavings...
