What's the best way to copy a machine to another one? CCC, or Restore From Backup via Time Machine option in Disk Utility?
 
Both work very well, and one is not necessarily better than the other

You can also do a fresh install and use Migration Assistant with both CCC and TM

What exactly are you doing?
If you are moving from one machine to another that is a different machine (i.e. iMac to MBP), you might want to do a fresh install and use Migration Assistant

MacBook Air to MacBook Air. Already set up everything the way I want it, and I'm returning my 2GB version for the 4GB version.

I was also wondering if just doing a Fresh Install and using Migration Assistant was a better option.
 
CCC makes a bootable copy; TM doesn't. I also prefer CCC because it doesn't consume as much space as TM. I don't need TM's roll-back feature.
