12.1.3 stuck

last night i tried to start 12.1.3 but it is stuck on the estimated time remaining part with update reqested. I am on vacation and on slow wifi.

I tried to reboot and hard reset and when it restarts it is still st the same spot. I also went into iphone storage and the update isn’t showing in this section since it hasn’t started downloading.

Any suggestions? Is it ok like this until i get home?
