I have a second hand 12" PowerBook G4 that sometimes will not boot. It will sometimes chime and the LCD will stay black. Like I said this does not always happen. I have already tried to reset the PRAM and PMU and this does not seem to have any bearing on the machine. Can you guys help me out?

how often does it chime and in what intervals?

There was a post around here yesterday about a similar issue. The chimes represent an error code which can be looked up on the apple website. For newer machines, one chime in 5s intervals stands for a RAM error - but I'm not sure if it's the same for older machines.

I'll leave the googling up to you! :)
