12 Pro Enable dictation? will not turn off

Sorry if this is a silly question.

In every text box (Google or message) my voice is picked up or even worse, the TV and automatically typed into the box.
I am assuming this is Enable dictation. I did turn this off and confirmed it off, but it doesn’t correct the problem. I’ve never used this feature before, I’ve always typed any reply or search.
How can I get this to stop and just go back to the old way of typing everything.

I am now sure it had to do with Voice control.
Blue microphone, beside the time, was grayed out this morning even though Voice control was on. Once I turned Voice control on and off, the microphone turned blue and started typing my words again. When I turn it off, the microphone disappears and it stops.
