iPhone 13.1.3 update - app and iTunes Store not working

Since I have updated my 8 plus to iOS 13 the App Store and iTunes Store do not load at all on cellular (4G) only on WiFi which is not convent. I would have thought that this lates update Would have fixed the bug.

Is there a work around to fix this issue?
