Is anyone else having this issue?

System: Mac Pro 2019, Windows 11 is on separate NVME. 13.2 didn't have this issue. It does work if you select the blank icon and restart.

Does anyone know an easier way to restart into Windows and back to macOS (Without the terminal command to enable boot menu or holding option)

maybe trash finder preferences, cache, reboot.
you can use onyx for the maintenance
 
Is the Windows volume mounted and available on the desktop?
Open terminal and type ls /Volumes
Does the Windows partition show up in the listing?

If you are using NTFS for Mac in Write mode, it will not show up in Startup Disk.

Try to repair your disks using Disk First Aid. But this can only look at the out container/partition of the Windows disk.

You might have some consistency issues on the Windows drive. Boot into Windows. Open cmd.ex (the terminal command. Type sfc/scannow and let the scan and potential repair complete. Reboot. Then use the BootCamp Control panel to boot into macOS.

Yes, all mounted and shows up fine. It showed up fine in 13.2 and below. It is NTFS read only (I haven't enabled write mode).

I'll give SFC scan a shot, but I don't think that's the issue. Apple just doesn't care about Intel, which is a given.
