Not sure I'm liking this change. The 10.7 Lion-era arrow that popped up in the menu bar whenever an application was using the location has been discontinued in 13.3; a blue dot is now used next to the Control Center icon.

It's less obvious, especially depending on the background. Definitely new to the 13.3 update.

That reminds me of the mysterious blue dot on my iPhone that appears in the upper left hand cover randomly when I am in my text messages, Safari, or DuckDuckGo

I rate it as an improvement because it is less intrusive.
 
It's reverted back to an arrow (it displays as a blue dot with an arrow in it for a couple of seconds, then drops the dot) in the latest 13.4 beta.

Not sure I understand. When I hover over a menu bar item nothing happens unless I click on the icon which invokes the underlying apps menu. Have never seen anything else. Do use Bartender though.
