13" Mac Book - unable to shrink or expand some windows

When using an application there is the 'striped triangle' used to shrink or expand the application window.

When using GIMP the 'triangle' has fallen below the screen and I am unable to shrink the window to see the entire menu.

How do I get to this 'triangle'??

Try holding option (alt) while clicking the '+' button.

Tried holding Alt Option while clicking '+' without success.

Do you not have the green + at the top?

Yes I do have a green + at the top left of the menu.
