The 2.1 ghz i7-3612QM Quad Core i7 has only a TDP of 35W, which is the same TDP as the Sandy Bridge Dual cores. So it's technically possible to equip the 13" 2012 MBP with Quad cores.

its also possible the dont to keep the 15" as the more powerfull option to make them able to charge more for them

the base 13" and 15" has a $600 difference but the the 15" and 17" with the same specs is about $300 difference.
 
Yes, but there is only one quad core 35W part and Apple likes to offer two processor options for the 13 inch MBP.

Having said that Apple does have two options for each size of the MBA even though they have the same processor (only differentiate on storage size.)
