14 Pro Max can't control ringer volume level in headphones

Just upgraded from SE 2020 to 14 Pro Max. When I use any headphones -- wired, wireless, etc. -- I can't control the sound/volume level of the phone ringer or ringtone, it is EXTREMELY loud and the side volume buttons do nothing. (This was never an issue with my SE.) And yes I do have "Change with Buttons" toggled on in Settings > Sounds & Haptics > Ringtone and Alert Volume.

Any suggestions?
