Whenever I visit a new site (any site I've never been to before AFAIK), it takes Safari about 10 seconds to establish a connection on LTE, after which the entire page loads almost immediately in a single big burst of data.

Over wifi things are more normal in that the site's title loads immediately, followed gradually by the content.
 
May just be a slow spot in the network where your at. There are tons of factors.

Maybe try doing a Reset All Network Settings
