according to every review i've read that mentions it, the base 2011 MBP with the 2.0 GHz i7-2635QM CPU does not support AES-NI, VT-d, or TXT.

However, according to Intel's own webpage for the chip, it does support AES-NI (but not VT-d or TXT).

Does anyone know why there's this discrepancy?

The Intel website lists AES as present for the 2635QM, however it is possible for laptop manufacturers to disable the feature.

You should check with Apple to see if it has been disabled by mistake. I just received an update from ASUS which enabled it on my 2630QM.
 
My brand new MacMini Server (a 2635QM, 2.0 Ghz, quad-core) does not have AES-NI available either. This is really irritating for a "server" architecture. I was counting on this to speed up OpenSSL (and thus HTTPS). I'm going to be visiting the Apple store to see if they can provide some response, but the lack of AES hardware support in hardware that's supposed to support it is... arg... I'm so upset.
