backed up hard drive via time machine, installed new HD, new super drive since old was not working , and upped RAM from the 1gb stick to 2x2gb. Now all i get is blinking light. CD with OS X went into the drive fine, but it is not booting from the drive at all. Whats next?

only back up was via time machine.
I did not format new hard drive.
Swapping old hard drive back in does not work.
Swapping out old RAM does not work.

i reinstalled the new RAM after trying old, and now light is off, but fan is on constantly.

Usually blinking sleep light means the ram is either seated wrong or you have bad ram. I would suggest you try resetting the ram or putting the original ones back in.

Reset the SMC and PRAM.
