I have iCloud configured to back up my notes but I would a like to have a local backup on my mac.

What folder are the notes stored in? Is it a simple case of copying a specific file?

The closest I could get is the following location

/Users/username/Library/Containers/com.apple.Notes

But I am not sure if you can just copy this file over. I would like to know this as well. I don't use icloud and I do need these notes to be portable.

/Users/username/Library/Containers/com.apple.Notes/Data/Library/CoreData/ExternalRecords/[string of numbers not sure it is ok to post online]/Note/_records/2/0

If you look here you can actually preview your notes (if you have them stored locally) But I don't think a simple drag and drop will transfer the note records to say a new computer...
