I wonder what will happen to all the people who download iOS 7 without a devloper account when beta 2 comes out?

Same as last time nothing! Apple won't block it because the endless people that bypass the dev accounts and get iOS 7 in turn pass back lots of system wide diagnostics and crash logs quickening the bug fix process.

What will they have to do to get beta 2?
 
Last year I didn't even activate a UDID and I ran through all betas.

What about the beta 1 experation date thing can you tell me about it what happens if they dont upgrade and if it is not a over the air update will they need to find the beta 2 firmware or will itunes give it right to them?

They're all OTAs. If you don't upgrade in time, you'll have to update through iTunes with the .ipsw.

A ios 6.1.3 update? and is it safe you log in your apple id and sync your apps to a ios 7 phone if not a delvoper?
 
So I have until July 24 until ios 7 beta 1 expires, so does that mean they wont release beta 2 until then?
 
No, you'd get the ipsw of the new beta and update to it in iTunes.

Sense the iOS 7 beta 1 expires July 24 I have then to restore to iOS 6.1.3, I would be able to do that because Apple is still signing iOS 6.1.4 until iOS 7 will be released?

Nothing will happen, when you first boot up with iOS 7, you go through the activation, which checks with Apple Servers to see if your allowed to use the phone or whatever. It's only a one time thing. It's impossible for Apple to reverse that. Unless of course you reset your phone.

Should this have happened? When I did it, it updated and took me straight to the lock screen
 
If Apple didn't want people to use the betas via the update loophole, they would have closed it as I'm sure they know it exists by now since it's been there since iOS 5's beta program.
