I forget off hand, I have security camera footage thats shot at 15fps. The QuickTime movie inspector shows 15fps, but the FCPX shows 25fps in most cases. Then there doesn't seem to be a 15fps project timeline option in the custom pull down, perhaps related.

Not a big problem I just use a 30fps project timeline, just curious. FCPX 10.4.6

BTW, 15fps is generally used for security cameras for improved images and to conserve disk space. They are not worried about motion artifacts.
