When Reachability is used and the Dynamic Island comes down with the screen, touching it scrolls whatever is being shown on an app all the way up.

It doesn’t deactivate Reachability, it just scrolls the currently opened app content to the top.

It’s the same behavior, for example, when you have some webpage open in Safari, scroll down and touch the part above the screen that’s below the notch (or Dynamic Island). It scrolls the webpage all the way up. Touching the Dynamic Island while Reachability is activated is doing the same thing. And no, I’m not touching the part below Dynamic Island, I’m touching the black pill itself.

Is this the expected behavior?

Thanks.
