I also read this on a couple of other sites; Cult of Mac, and BGR. I guess the carriers already have it, and they're expecting a release sometime around 1:00PM EST...

Yes, you can get the download for V2 at the Dev portal.

just log in with your dev account, and you'll be able to download it.
