Both the old Siri voice and the new voice are in beta 2. So if you haven't heard much of a difference that is why.

I hear a different on certain words and when you do hear it, it really is fantastic, its definitely the most realistic computer voice I have heard, besides "Tom" on OS X.

Apple needs to go to full HD Siri voice, not both.

When the voice goes from the HD Voice to the old voice, it sounds like the Voice Commands voice, not the old Siri.

I imagine they are going full HD Siri and keeping old Siri as they transition over the betas.

Agreed. Sometimes she says things and it sounds like a real person it's amazing. Other times she falls back to her robotic "accent" LOL.
