Ok so I came across an auction on eBay: http://bit.ly/nZs3Dh

They listed the phone as one "for parts" because it's stuck in error 1611 when they are trying to restore.

My questions are - Should I buy it? Is it fixable?

I would be wary. This phone should be under warranty and should have been taken to Apple. Something is not right.
 
It should be able to be restored. When I had a 3GS I had a ton of issues with a jailbreak and it took me a full day to get the phone to restore but eventually it worked. At worst you will probably be able to bring it to Apple for a replacement.
 
Did you Google Apple error 1611?

I would think it would be fixable with some (small) effort on your part. Unless there is physical damage to the phone, it should be just a matter of effort and patience.

Wasn't the 1611 error something to do with USB ports or Needing to reinstall iTunes not 100%.
