Is Apple still allowing downgrades to iOS 6?

I want to downgrade my iPad to 6.1.3 and I was wondering if Apple is still signing it.
I'm not ready to keep it because its really sluggish on iPad 4. I have set up as new and restored in iTunes, but still nothing.
