I can no longer take pics because of no memory and i hardly have any apps. Pictures are taking over 50% of the storage, can i use an app like picasa web album to store them and free the mem?
 
Plug your iPhone into your computer and copy the pix there, deleting them from the iPhone afterward. I make a new computer folder and name it the date that I transfered the pix.
 
I should mention that i have no computer just my ip5 and ipad
 
It might be a pain, but just e-mail the photos you really want to keep to yourself, and then when you get to a computer upload them to a site like Flickr.

He would be limited to 2GB unless he pays for more storage so I don't believe Dropbox is a suitable alternative to store one's photos permanently.
Hmmm, quite hard to suggest how to store your photos without a computer.

You can buy an external hard drive. When you have access to a computer, connect the USB cable from the computer to your iPhone and transfer your pictures and videos onto the external hard drive.
