I realize this is a post that's going to want a number of responses. So to address those I'll give a description up front of the issue and what's been done to-date:

17" MacBook Pro 2,1
New Apple battery, 16 cycles
Stock 85W Apple branded charger that was supplied with the MBP new

Battery has been used a minimal amount. MBP was shelved a month or two ago with a full charge. Got it off the shelf yesterday and connected everything. Battery shows 2% charge, Power Management says it's got a problem and can't charge.

Reset PRAM and SMC several times. No joy. Leaving it on the charger overnight changed nothing, still at 2% and being identified as having a problem.

I've done a bit of research and have yet to come up with a solution. I rarely use this machine, but I do want to keep it operational and am not keen about replacing an almost new Apple branded battery that's only got 16 cycles on it.

Suggestion? Direction? Am I missing something in my searches?

Did you let it drain and try again? What does coconut battery say about it? Or Syetem Information (System Profiler if you're using Snow Leopard) will tell you the maximum number of MAh it charges to.
 
It’s down to zero charge at this point, and that’s with the machine being plugged in for several days straight.

Both System Profiler and Coconut Battery show full capacity available, 16 charge cycles.

I’m wondering if I can take a bench power supply to this and give it a kick in the pants...

there are 3 possibilities:
1. faulty battery
2. faulty MagSafe (in the laptop)
3. problem with logic board
