I made multiple pics. Same results.
Why is it like that?

The larger file has slightly more colour information. I cranked up exposure for both photos and the smaller one got blown out a little earlier while the larger one still shows some/better colour and saturation.

Maybe since Apple wants to store the full size image in iCloud, they aren't concerned any more to fill up local storage. Bad news for people who don't use iCloud. But maybe they will add some compression before release, who knows...

Thanks for you analysis. There is also one more interesting details. I opened both pics in an hex editor. Why is the bigger one (left) full with empty hex values?

Maybe the empty hex values are something like a placeholder. Placeholder for the lower sized picture which will remain on the iPhone after it was uploaded to iCloud
