17in, 1.33GHz PowerBook - Safari 3.1 won't install

I'm running a 17in, 1.33 GHz PowerBook on 10.5.2 and for some reason, I can't get Safari 3.1 to install. Software Update finds Safari 3.1, downloads it, tells me I have to restart and then gets stuck on "Configuring Installation" after the restart.

Any ideas?

try to find a standalone installer for safari and repair permissions before installation.
