I don't know if this is more of an iOS/iPadOS problem or an iCloud problem but I lean towards iOS/iPadOS because on my Mac, even though I also applied the security update yesterday, mail notifications continue working fine. All notifications were working perfectly yesterday morning and only thing I changed yesterday was applying the new security update to all 3 devices.

On both my iPhone and my iPad I no longer get any push notifications for new iCloud mail. I don't have another email address setup to know if they continue to push or not. I get neither notifications alerts, messages, or badges until I manually open the app.

I've checked that settings are still set to Push, all notifications are still enabled, and I've tried restarting both devices with no luck.

iCloud status website still shows green across the board as of time of this post.
 
It was fine on 18.3.1, and since I updated to 18.4 beta 1 (and then betas 2 and 3) it's been consistently broken. I have submitted feedback (FB16830075) and got as a response that they have "more than 10" recent similar reports. So I guess they're looking into it.
