I added a profile picture but when I post I don't see it under my name

You have to have a minimum of 500 posts before your avatar is made available.

For the time being, a profile picture doesn't equal an avatar. Not to worry, in a few days you will see it under your name, as the forum is migrating to Xenforo and removing the post count requirement.
