Is the same i5-2400 chip used in each 27" iMac? Or does apple get an OEM chip of sorts that runs at a lower speed.

It seems kind of counterproductive to purposely bottleneck a computer.
 
The current 27" iMac offers the intel 3.1ghz Core i5 (2400). It's the same as all other intel 3.1ghz Core i5 (2400)'s.

So the $1699 model is also the i5-2400? Is there a way to over clock it to run at 3.1GHz as its obviously capable?
 
I believe there is some kind of confusion.

2400 = 3.1ghz with a turbo mode up to 3.4ghz
2500S = 2.7ghz with a turbo mode up to 3.7ghz

There are a handful of over-clocking utilities for Macs.
 
Note that due to the increase in Turbo speed, the lower end processor will actually be quicker for single-threaded applications. Just in case you are looking at buying a new system :)
