I am ready to buy a new 13" retina MBP next week and am curious what is the practical difference between these two processors.

Is the 3.1Ghz worth the extra $200?

By the way, I will be getting 16GB RAM and a 1TB SSD.
 
It really depends on your uses. If you are performing tasks where you actually need that 16GB RAM. Then you can likely benefit from the performance hyper threading can give you.
