All Devices 2 different screentime settings for 2 iDevices on the same iCloud account?

As the subject suggests, my daughter uses an iPhone and an iPad with screentime restrictions for downtime and content. Currently, both use different icloud accounts along with family sharing and the works.
Is it possible to have a single icloud account on both devices, but have different restrictions on each device. I want the phone to be dumbed down to calling and messaging with no downtime, but the iPad will have a downtime along with ability to download apps, etc.
I tried deselecting 'share across devices', but that doesn't seem to work. Any change in setting on 1 device is copied on the other device too.
