I want to upgrade a line not eligible for an upgrade price, but I have a line that can be upgraded. Can I do this without losing either number and getting the iPhone onto the number of the line that is not "upgradeable"?

Are they both on the family plan? If so, then I think you should be able to switch the sim cards. I'm not sure though. Maybe someone else can confirm, or you can call AT&T.

i have a 2 line family plan. I purchased the iPhone on my secondary line that is available to upgrade. When it comes in i will use my main line for the plan

Yeah you just have to do a switch when you get your phone, and get new SIM cards for both phones. The iPhone will be ordered on the upgradeable line (and activated) but then the AT&T store will have to do something in the computer and give you the new SIMs.
