2 LTE watches 1 phone. 1 plan. Can I move the LTE plan from watch to watch?

Hi.
If I have 2 Apple watches both have LTE capabilities.

LTE is turned on one watch.
If I want to be able to “move” the LTE service back and forth between the 2 watches is this possible?

I have AT&T.

I don’t think so. I had to deactivate my 3 and activate my 4 or pay two fees on verizon
