2 Phones Under Same Apple ID

I am confused. If my wife and I both have a phone how am I supposed to pre-order for both of us?

I pre-ordered one and then I went to pre-order for the second one and it won't let me.

"Sorry, you have reached the reservation limit. You can only reserve 1 pre-order product per Apple ID."

I used my Apple ID to reserve my wife's phone (late birthday present, she's first). Then I found out that it's one reservation/order per Apple ID. So I just created an Apple ID for her and reserved mine using that.
