After installing the 10.5.7 update on my Macbook Air, problems arose:
1) computer voice speaking out loud when dragging/clicking near/at icons ( text to speech is off under preferences> speech)
2) there is a black bold border around some icons
3) clicking the apple icon (top left), I see 2 Shutdown, restarts, log out "X" user icons
.... is there any way to restore it back to 10.5.6 like with Windows.
My timemachine is set off, or is a reformat necessary?

1 and 2 sound like you have Voice Over turned on, check the Universal Access section of System Preferences to turn it off.
