Since Apple brought 2-step authentication as a security feature, I've been eagerly awaiting it to be made available in Canada. Does anyone have a clue what happened with that and why it has yet to be implemented here? It was supposed to arrive within a month or two when the feature was first being rolled out, but the rollout seems to be at a standstill now...
 
Same for Lithuania, strange thing is that keychain sms verification works for my country while iCloud two step not

I'm asking because it is a bit hard to find in that you have to follow the steps shown in the article and answer your security questions before you see the option near the top of the page after the security questions. When I first looked for it (in the US) I expected to see some indication of an option to activate 2 step before I had to answer the security questions.

Yep, I already followed all those steps and option not there. Also, according to the Apple support page:

Canada doesn't have it.
