They guy has four of them and claim all they need is harddrives. What is the newest version of OSX these would run?
 
Snow Leopard or Lion, depending on the model. But they can all run Lion with a CPU upgrade.
 
I am thinking of buying two, one for each of my kids. They would be perfect for general internet etc. What is the best cpu a 2006 can be upgraded to?
 
The best CPU you can upgrade them to is the Intell T7600 @ 2.33Ghz. I'd suggest upgrading only if they have a CoreDuo as the upgrade from a Core2Duo to another slightly faster Core2Duo isn't worth the time or money for the very small gain.
 
He just sent me two serial numbers and one is a 17 with a 1.83 and the other is a 20" with a 2.0. If he has two 20's I think I will buy, why not for 30 each if all they need is hard drives. He says he got them from a school
 
Shoot, I would just buy them all, fix them, keep the ones you want, then ebay the others that remain. One guy on ebay weeks back had like a 100 of the Late 2006 iMacs with a Core 2 Duo and sold them at $130 or so each, sold out quick before I could gather the money to get one!

Indeed. Seems like a good investment to me to. For a little money and time, you would be able to make some bucks and keep your kids happy! :)
