2008 Mac Pro - boot loads half way then hangs on white screen

Hello

As per title, my 2008 Mac Pro will sometimes boot half way then hang on a white screen

Faulty GPU or else ?

Also seems to turn itself on when plugged into the wall socket without having the touch the Mac Pro's power button when left unplugged
