2008 Mac Pro DVD Playback?

I have a 2008 Mac Pro which does not appear to be recognizing any video DVDs. These are original DVDs, not copies. System is running El Capitain. It doesn't appear to have any issues reading data CDs / DVDs either originals or burned. Just the video DVDs. Do I need special software for El Capitain? My 1,1 with Lion doesn't have any issues with the same DVDs nor does my 5,1 running High Sierra. I'm suspecting a bad DVD drive but it seems odd the issue only relates to video DVDs.
