2009 mac pro 8 core upgrade to 12 kernel panic

I have a macpro 2009 flash to 5.1 as image below and I have two xeon x5650 as image below but when I installed in cpu A and B I get a panic the red light near cpu alway light and can't start cpu. anyone can help me
