Trying to revive Mid 2010 Mac Mini, running High Sierra, and I know just enough to get myself into trouble.

Brown out occurred while unit was sleeping…unit will no longer boot. It powers up but freezes during startup (Apple screen) at about 80% of progress bar, then eventually shuts off. After various attempts, I managed to get to Disk Utilities and run First Aid, it appears that hard drive is the issue, First Aid cannot repair disk.

Might reformatting and reloading OS correct an issue? Or do I need to replace HD before proceeding further? Data loss is not a problem…but budget is restricted. This Mini has been lightly used and I was hoping to set up and run a Wacom Bamboo tablet and store/play music with it if repairs are economical.

I'd just try a reformat and OS reload, to see what happens. Since you're not trying to recover any data, all you can lose is time.

If you intend to leave it on all the time, I suggest getting an UPS for it, eventually. Or at least make a bootable backup of it on a USB flash drive, to simplify future recovery.
