sometimes but not always my mac pro starts to hum.
its on hardwood floors, and if i just gently move it a nudge, it stops humming.
is it the floor or an issue.
or a "feature"?

Sounds like you ordered it with the custom "floor flatness alert" option. :p

Can you tell if it's a fan or HD or the entire chassis?

Can't really tell. There is always a slight whisper, which is normal.
But when it's loud I can't tell what is making it.
 
You might try to find some rubber/foam padding (say 1/4" thick), cut into 2x strips, and place under the aluminum rungs that set on the floor. A bit of dense carpeting could do the trick as well.
 
Sometimes mine is humming as well, it comes and goes - but I recommend putting a blanket or towel of some kind under it. It worked here.

Historically I have seen the same with my former Mac Pro's. But after a while (some months) it just disappears alltogether. I have a hunch it's because of all the dust particles that clogs up inn all corners inside of it, "isolating" the cabinet in it's own way.
