I have a mid 2010 white unibody macbook w/ 4GB of RAM.

I understand that the computer uses Memory constantly and don't expect all 4GB of RAM to be available for use, but what i don't understand is why i have 4GB but only 1.5GB MAX is usable, with no applications or windows open. i've cleaned up my hard drive a little bit, deleted unused files and application and such, i've tried restarting the mac entirely and at most i get 1.7GB usable ram, for about 30 seconds and then goes down to about 1GB-1.4GB. As of right now with only this one safari tab open and activity monitor, i have 560MB of RAM available. This doesn't seem right, the computer shouldn't be hogging all of the memory constantly with absolutely nothing running.

If you guys can help me understand and figure out why this is happening, and how to fix it, if possible, i would be grateful. Thank you in advance for the help!
