2011 13" i7 display problem - GPU or settings?

Hello,
Ok. Problem time.

I just got an i7 13".

I have changed the settings for the display so I control the brightness. I am sure many of you have done this..

When I turn the display off (F1) it goes black. It stays black for awhile, then all of a sudden it pops back on!
Not bright, just on 1 or 2 block of brightness.
This is not right. My 2010 13" has never done this.

What could be the issue??

On Power supply, the mac has been set to never sleep and I just turn off the display....

I can confirm mine doesn't have this problem, but it's set to adjust the brightness automatically. If I turn the brightness down (I just tried it in a dark room) so the screen goes off, it stays off until I turn it up again.
