Is Ivy Bridge, USB3 and 1600mhz RAM with a dual core i5 more powerful than a quad core i7 sandy bridge with 1333?

Trying to work out which is the faster machine!

Let me answer your question with needs of mine. I will be using it for Autocad, solid and those other engineering softwares. I'm not going to be using my Mac for gaming+ I ll have an external screen at home. So is the new 13" for $1499 will be a good choise for me? What do you recommend?
