Well, I know my machine is eligible because it was available on App Store for a long time. I chose instead to stay with Sierra simply because it worked.

Well, now that Mojave has been released for quite some time and Catalina will be in Sept, I no longer see High Sierra as an upgrade on App Store.

Can someone let me know how I can still upgrade to High Sierra?

No, it's quiet intentional. When a new release comes out, Apple hides the older versions so people don't accidentally upgrade to the not latest. The only way to see hidden things on the App Store is if you've downloaded it before, or through a direct link, which Apple then provides on its support sites for those who want the non-latest intentionally
