2011 MBA stuck on login screen

After 10.13.3 beta 5 update, after I login, the progress bar gets to 99% and hangs. I want to try re-update using combo installer but can't get my 2014 rMBP to download. Have downloaded the developer access utility. When I launch it, it launches the MAS but nothing happens. I think it is because I'm already running beta 5 on this rMBP. Want to create a boot disk and re-install beta 5 on the MBA.

Anyone else with this problem?
